It's an alphabet rotation key. You can figure out what the displacement is when she repeated short, common words.

when she talks to elan(when the azurites were also having new year celebrations)you can gues what the first sentence is(she sais it in her mind uncripted before saing it to elan)and from that you can go to the next sentences(which are also easy to gues) and etc etc you can thus find out nearley all the cripted alfabet from that strip

Didn't you hear? They built all that. Unfortunately, the underwater cities only wound up that way because the floating cities fell into the ocean, and the cities on the Moon got there because the "UP" levers got stuck on the flying cars.

That doesn't work, it changes every strip. That's why you can't teach anyone Haleyish. It's just a standard alphabet substitution crypyogram -- but really inconsistent.
