Complete Warrior has some lists on worse quality weapons and improvised weapons. Generally you just lower the damage dice by one, along with maybe critical chance.

Alternatively, you could just give them " - 1" " -2" or so penalties, depending on how poor weapon do you want.

It's a 3.0 book, but the Arms and Equipment guide has rules for some inferior materials. I think the DMG may as well, under the sections about running a stone age or bronze age game.

-1 and -2 work fine, but there should also be a chance of breaking such weapon (chance or automatic on critical failure).

A extremely high chance on critical, too. If you do enough damage to devastate something, the weapon is probably going to break off half way through.

Curiously enough (considering this thread (http://www.giantitp.com/forums/showthread.php?t=102708)) the Dark Sun update for 3E in Dragon #319 had expanded rules for poor quality weapon materials (wood, chitin, bone, flint, bronze, etc.). Anything down to -2 or -3 HT and damage for the really poor materials.

That makes sense. Maybe change the break chance to a miss result on the confirmed crit roll?

I wouldn't say it breaks on a crit. A good hit is not more or less damaging than a bad hit. I'd say, everytime the raw damage output ([roll]+[str-bonus]+[power-attack]+...) exceeds the maximum damage (e.g. 8 for a D8-Weapon) by a certain amount (like factor 1.5 or 2).
