Guess the City

So I'm helping a friend with a puzzle (sort of) that no one seems to be able to figure out so now she has asked me to help.

These letters are supposed to be the name of a country city:

N B A A H K I C N R U A

They can be formed in any order as long as its a country city. I'm not really good at these things so do any of you have any guess what it could be?

Thats why its so hard, I have no idea what kind of city that uses 12 letters but there can't be that many of them...
