IMO, "I will do anything" is for the wrong reasons of gaining ultimate arcane power. It's for the RIGHT reasons as far as saving V's children, but for the WRONG reasons when it comes to gaining UAP.

I don't think that the four words will be a part of this sequence with the dragon. It's hard to imagine anything that he would do in this circumstance that would be "for all the wrong reasons".

I suspect that it will have more to do with the main plot and the gates. My WAG theory is:

"Don't destroy the gate."

With two gates to go, it seems likely that the adventurers will be thwarted at Girard's gate, and that they could be placed in a situation where destroying a gate could appear preferable to letting it fall into Xykon's hands.

V might say those words for the wrong reasons, believing that he, like Xykon, can harness the power of the snarl via the gate and use it to help the the OOTS, and thereby gain Ultimate Arcane Power (tm).

(So, how would these be the right words in the right time? What if later, the OOTS came to realize that the final gate had been destroyed long ago and that Girard's gate was, in fact, the last thing containing the snarl? "Don't destroy the gate" would then clearly have been the right thing to say and to do.)

That's my shot in the dark, which is almost certainly wrong. Still, I don't think the four words prophecy is anywhere close to fruition.

Said to the right person (Kubota, arguably deserving of death), at the right time (Alone and undefended), for the wrong reason (Nothing to do with his crimes, everything to do with V's personal convenience).

This led to V's schism with the Order, which led to V's setting up shop on all alone, which led to V's encounter with the Dragon stalker, which will lead to V's children's deaths, which will lead to V's acquisition of Ultimate Arcane Power to take revenge on the Dragon.
