If we assume it was the legitimate property of the dragon, yes. But that is clearly a suspect assumption. The dragon certainly didn't mine the gold, and so we may easily suspect the gold was gained by theft or extortion, making it available to the party without sin.
Now the star metal can be assumed to be dragon property, but the dragon has just announced it places no value on it. The statement is likely rhetorical, but for the moment at least, no demand for its return has been made.
