Is there rules for spell creation that are available for creating non epic spell? If so can I get a link please and thanks.

There are guidelines in the DMG, but no hard rules.

I don't believe there are any definitive rules, but the PHB/SRD (http://www.d20srd.org/srd/magicOverview/arcaneSpells.htm#addingSpellstoaWizardsSpellbook) just have this to say:


Independent Research

A wizard also can research a spell independently, duplicating an existing spell or creating an entirely new one.


EDIT: Nevermind - I was wrong. The rules for creating new spells are on DMG pg. 198 under "Researching Original Spells." I don't think it's in the SRD, though.

I guess I was asking because a Psion in our group is trying to get the Geas spell as a psionc power, and I was just curious about how he would go about paying to research it.

In that case, you might want to take a look at the DMG rules for new spells (to determine any GP or XP costs to learn them), and then maybe check out the Erudite Psion "Spells to Powers" variant (http://www.wizards.com/default.asp?x=dnd/psm/20070629a) from the WotC website (scroll down pretty far to read it). It can give you ideas about how augmenting and stuff like that would work for spells being converted to powers.

You could look into Incantations (http://www.d20srd.org/srd/variant/magic/incantations.htm) from UA/SRD, it may be what you're looking for.
