If a character has fewer than 9 intelligence and thus cannot speak properly, but is not a barbarian, can this character read?

A) Yes, he can read.
B) Where'd you get the idea that <9 int automatically makes you unable to speak properly? About 25% of the world population has intelligence less than 9, and I think the portion that is unable to speak properly is rather smaller than that.

My guess? Some sort of confusion with -1 int mods = -1 bonus languages = 0 total languages.

But yes you can still read.

I thought only barbarians were illiterate. Even that optimized fighter with 3 Int can still read...a little. He's limited by the parts of language that he understands but he can read what he knows.

Is that wrong?

To be fair, I wouldn't underestimate the number of people that now play proper D&D because of that game.
