Chaos Chihuahua
Abyssal soup dogs first encountered in the back alleys of the City of Brass in the Elemental Chaos. They eventually spread to other warm places and have become a favorite pet of succubi concubines, considered a tasty treat by red dragons and kept in fireplaces as odd familiars by a few cloistered mages.

Bwaha Chihuahuas! I've got 5 of them. I'd suggest giving them a D4 for hit points since they vary in toughness. Anyway you could port this to a 3.5 version?

Ankle Bite (standard; at-will) Fire
+4 vs. AC; 1 damage plus 3 fire damage.

Nitpick: If the attack has the fire keyword, it does fire damage. Remove the keyword if you want it to do untyped damage.

Nitpick: If the attack has the fire keyword, it does fire damage. Remove the keyword if you want it to do untyped damage.

It does untyped and fire damage. Therefore it has the Fire keyword. If it did Cold + Fire, it would have both the Cold and Fire keywords, for example.

Nitpick: If the attack has the fire keyword, it does fire damage. Remove the keyword if you want it to do untyped damage.

Not necessarily true. The Fire keyword just means the attack gets augmented by powers, equipment, buffs, etc. that specifically effect powers with the "Fire" keyword. It does not automatically convert all damage to fire damage. As Shadow_Elf said, this attack is fire-based but also does 1 untyped damage.

the keywords and damage types can be- but aren't always related.
good example: poison. many poison keyword attacks do normal damage and ongoing poison damage.

EDIT: CURSE NINJAS!

Immunity or Resistance to Fire?

Otherwise, Chaos Chihuahuas would kill each other when adjacent to each other.

Minitaur
Minitaurs are a peaceful race of primitive nomads that flee at the first sign of danger. They have very little sense of individuality and exist as scattered small herds of females and young led by a single dominant bull.

Minitaur Lore
A character knows the following information about minitaurs with a successful Nature check.
DC 15: Young bulls are driven off by the dominant male and form small bands for protection and ambush gnoll hunters.

I suggest making it tiny instead of small. I also agree with Yakk about chihuahua fire resistance. Give them at least resist fire 5.

This minotaur is small?! i mean i understand that the young are small but the adults too? aren't they supposed to be medium to large? or is this a new races of minataurs altogether? are they like Bullings (halfling x minotaurus)? i'm rather confused.
And how come that "they have a very little sense of individuality" but the adult ones have bluff and charisma?

MINItaur. Not minotaur. Mini. (http://dictionary.reference.com/search?q=mini-&db=luna)

okay it's minitaur. that explains a lot.
i feel really stupid now.

but still a real question: does their anatomy resemble minotaurs scaled down to small, or they have some sort of nimble look to them (like halfling)?

Chaos Chihuahuas are immune to fire, they dwell in the fiery parts of the elemental chaos.
And they are much bigger than normal chihuahuas they are descendant from the fattest, laziest, most spoiled chihuahuas in the multiverse.

Minitaurs resemble halflings with cow heads, legs and a tail.
