Short answer - no. You only have 1/4 of the recommended ram and your CPU is 200 Mhz short. Also, since your PC is pre-built Dell, it probably has a really crappy integrated video card that wouldn't be able to play the game even if you upgraded everything else. Simply because it probably wouldn't support Shaders 3.0
