After reading the Monster Manual III entry I was thinking about making a PC version, anyway...
Would this be a Level Adjustment 0 race?

* Small: +1 to Armor Class, a +1 on attack rolls and a +4 on Hide checks.
* A redcaps base land speed is 20 feet (base land speed is 30 when wearing iron boots).
* Low-Light Vision
* Weapon Proficiency: Redcaps receive the Martial Weapon Proficiency feat for the scythe as a bonus feat.
*Vulnerability to Cold Iron: Redcaps take 5 more damage from weapons made of cold iron.
* Powerful Build (only when wearing a bright red hat)
* Automatic Languages: Common and Sylvan. Bonus Languages: Draconic, Giant, Gnoll, Toad.
* Favored Class: Fighter.

What about a favored class for a Deep Halfling/Minotaur crossbreed?
Rogue, barbarian or ranger?

A 2 1/2 foot tall minotaur wearing rat skin overalls stands growling before you

* -2 Intelligence, +2 Dexterity.
* Small: +1 to Armor Class, a +1 on attack rolls and a +4 on Hide checks.
* Base land speed is 20 feet.
* Darkvision out to 60 feet.
* Stonecunning: Like dwarves, minitaurs have a +2 racial bonus on checks to notice unusual stonework. Something that isnít stone but that is disguised as stone also counts as unusual stonework. A minitaur who merely comes within 10 feet of unusual stonework can make a check as though actively searching and can use the Search skill to find stonework traps as a rogue can. A minitaur can also intuit depth, sensing the approximate distance underground as naturally as a human can sense which way is up.
+2 racial bonus on Appraise checks and Craft checks that are related to stone or metal.
* +1 racial bonus on all saving throws.
* +2 morale bonus on saves against fear (stacks with the +1 bonus on saving throws in general).
* +1 racial bonus on attack rolls with thrown weapons and slings.
* Automatic Languages: Common, Sylvan and Dwarven. Bonus Languages: Draconic, Elven, Giant and Toad.
* Favored Class: ???
