I am going to start in a campain where I am a Goblin Wizard(Specialty School: Enchantment, Forbiden schools are Evocation/Necromancy) and I would really appreciate some help with a spell list. I am starting from 2nd level in a 3.5 D&D game but if some one could give me advice for spells all the way to 9th level spells that would be great.
If the spells could focus on manipulation and deciet it would benifit my character personality (im NE) but damaging spell are always good.

Thanks in advance for the help.

I can't help you with roleplaying, but stuff like Charm Person/Monster and Suggesstion will be handy later on. Also, pick up some Illusion spells to help with your deceit. If you're in need of a DD spell, Orb of Acid from complete arcane would probably be the best. It's conjuration and doesn't allow spell resistance, which I think applies to many enchantment/illusion spells.

What books do you have access to?

I can handle the roleplay I just need like a list of suggested spells cause basicaly all books are allowed except for Tome of Battle/Magic and Magic of Incantrix and thats just to much to research for me.

A really good 2nd level Enchantment is Tasha's Hideous Laughter. It pretty much screws the target over for a bit while your friends whomp on em. Really, there aren't a whole lot of really good Enchantments, especially at low levels. I mean, there ARE some real gems, like Hold/Dominate and Otto's Irresistable Tango, but for the most part, its a pretty lack-luster school.

Conjouration has a TON of useful spells. From gems like Grease and Glitterdust, to direct damage like Lesser Orbs and Orbs, to multipurpose spells like Solid Fog and the Teleport subschool. Conjouration has what, ~50% more spells period than any other school than Transmutation? And of those, the spells are more diverse, target different saves, are less dependant on SR checks, and are generally considered better. Even if you want to stick with being an Enchanter, look into investing heavily in Conjouration.

Enchantment spells always strike me as more and more of the same thing. Pretty much, choose the flavor of your Suggestion-type effect and grab a couple spells. The specifics don't matter.

Also, since I don't find Enchantment benefits much from extra sources (beside a couple o' very nice rays in SpC), the Beguiler class tends to be my take on the Enchanter specialty.

If you're looking for manipulation, Detect Thoughts, some Suggestion variation and a Charm effect or two will do you no wrong. Getting social-type skills on your class list is going to be the biggest thing.

Whatever you do, make sure to pick Sleep. It's the most brutal spell on first levels and just happens to be enchantment. Just be careful not to use it against Elvenkind.

Ray of Dizziness is Enchantment, right? Spell Compendium? Thats a pretty solid spell in Enchantment. Rather low level too...2nd or 3rd IIRC. Split Ray it for multiple targets!

The recommended spells (http://forums.gleemax.com/showpost.php?p=14476926&postcount=7) list (http://forums.gleemax.com/showpost.php?p=14485990&postcount=20) off the enchanter's guidebook (http://forums.gleemax.com/showpost.php?p=14476896&postcount=1) on WotC forums is pretty good.

Some non-core spells to consider, with very basic descriptions...

Distract Assailant (1st level enchantment, Complete Adventurer) It makes the target flat-footed for one round, which should make you the rogue's best friend.

Mindless Rage (2nd level enchantment, Complete Adventurer) This spell makes the target attack you with melee attacks. It takes the most direct path, so stand behind your meat shield and cast it on an enemy spellcaster, then laugh as the meat shield(s) cut down the caster as he provokes attacks of opportunity for moving past them.

Phantom Foe (2nd level illusion, Spell Compendium) Target is always flanked.

Shadow Spray (2nd level Illusion, Spell Compendium Target takes Str damage and becomes dazed. Targets Fort save - nice since most other spells on your list will probably be Will saves.

Hesitate (3rd level enchantment, PHB2) Target does nothing, but gets a new save every round.

Phantasmal Strangler (3rd level illusion, Complete Mage) Target grapples with its worst nightmare, suffering damage in the process.

Shadow Binding (3rd level illusion, Complete Arcane) Targets in a burst area are dazed and then entangled.

That's all I have in my notes from my enchanter coupled with a few (the SpC ones) that one of my players used in a long-running campaign.

Also, you might want to have a peek at the master specialist prestige class in Complete Mage.

edit: also, the only time I've ever seen my one DM ban anything was the power word: pain spell, from Races of the Dragon. 1st level enchantment spell.
