All the throwable weapons in the PHB except daggers have a crit range of 20-20. Are there any other thrown weapons out there with a 19-20 or better crit range?

Expanded Psionics Handbook has the Chatkcha, which has an 18-20 crit range. Thri-kreen related, so it's not in the SRD, it's in a sidebar on page 14.

I've always been partial to the Orc Shotput (A&EG p. 7). 2d6 damage, 19-20/x3 crit.

Or try:

Spinning Javelin (AE&G): 1d8 damage, 19-20/x2
Annulat (Planar Handbook): 1d6 damage, 19-20/x2
Desert Throwing Knife (Sandstorm): 1d6 damage, 19-20/x2
Glot (Frostburn): 1d4 damage, 18-20/x2
Razor Skipdisk (Frostburn): 1d6 damage, 18-20/x2

Looks like Razor Skipdisk might be best. Make it out of Kaorti and you can increase the crit multiplier to x4:

Increasing the size (with Strongarm Bracers, Enlarge Person, or Expansion) and making it out of a "Heavy" material such as gold or platinum (Magic of Faerun p. 179) can also increase the damage. A large-sized gold razor skipdisk, for example, does 2d6 damage, 18-20/x2 crit.

And if you just want to toss around a half-dozen elven courtblades like frisbees, there's always the Bloodstorm Blade PrC.

I don't want to tangent this too much, but on the page about Kaorti it says "Weapons made from kaorti resin require the Exotic Weapon Proficiency feat to wield, and each must be specific to each ribbon weapon."

How do you think this would interact with a Master of Masks (Complete Scoundrel, p52) who had on a Gladiator Mask (among other benefits, "You gain proficiency with all martial and exotic weapons.")?

Would the Kaorti "must be specific to each weapon" negate that blanket bonus?

Haven't seen Haberdash yet, eh? Yes, the Gladiator Mask gives you proficiency in Kaorti and Heavy weapons. Everything you could ever do with an exotic weapon but were afraid to ask:
