OK, first the non-epic rule I decided upon:

Kensai can add what ever flat rate bonuses they like, so long as the total, with normal cost of plus-based enchantments, doesn't go above 200k gold for base cost of weapon. The XP cost is easy enough to calculate.

So, I'm thinking for Epic Kensai, no limitation on the Flat rate enchantments at level 11+? They still have to pay that Xp cost after all.

Speaking of which... I've noticed in the Magic Items Compendium, there's at least one item whose DC is wielder based (1/2 HD + Cha). Given the high saving throws at those levels, should all Epic weapons default to this perhaps? Otherwise most Saving throw based weapon abilities rapidly become pretty much useless. At least the energy line of abilities can be built upon (Energy, burst version, and at epic, Blast version).
