I've been rereading through a number of splatbooks lately and realized - there really aren't a lot of psionic creatures. So I've taken it upon myself to homebrew up a few psionic creatures and feats.

Dragon, Psionic

Psionic dragons are rare (one to four every generation) dragons that exist within each race of dragon. Rather than being born with magical might, they are born with the power of the mind. Viewed as aberrations amongst dragonkind, they are expelled when they reach the 'very young' age category. As such, psionic dragons are loners even amongst their solitary kind, rarely interacting with other dragons, even of the psionic variety.

Statistics
As psionic dragons exist within each race of dragons, they use the statistics of their kind, except where noted below:

Psionic Dragons gain Power Resistance in place of Spell Resistance.

Psionic Dragons gain +2 Power Points per HD.

A psionic dragon's spell-like abilities are replaced by Psi-like abilities, with a Charisma-based DC.

A psionic dragon's caster level is replaced by a Manifester level. A Psionic Dragon has an equal Manifester level to a normal dragon of it's kind's caster level, with powers chosen from the Psion/Wilder list. A Psionic Dragon is considered a Wilder for purposes of determining the strength of their powers, how many powers they have, and the number of bonus power points they gain.

Psionic dragons whose race get access to Cleric spells from Domains (such as a blue dragon) can instead choose an equal number of Ardent (Complete Psionic, page 6) Mantles to supplement their existing powers.

A dragon who has Wilder levels adds those levels to their existing manifester level granted by HD.

Beholder, Psionic

A psion did it. No, honest. With his mind. Yeah.

A Psionic Beholder behaves in many ways like a normal Beholder, but with the following differences:
Eye Rays: A Psionic Beholder's eye rays reproduce the effects of powers rather than spells (manifester level 8th for a Gauth, or 14th for a Beholder). The save DCs are Intelligence-based. The effects are as follows:
Psionic Gauth Eye Rays

Entangling Ectoplasm (http://www.d20srd.org/srd/psionic/powers/entanglingEctoplasm.htm): The Psionic Gauth can affect a creature up to Huge size with this power.
Swarm of Crystals (http://www.d20srd.org/srd/psionic/powers/swarmofCrystals.htm): The Psionic Gauth deals 5d4 points of damage with this power.
Dispel Psionics (http://www.d20srd.org/srd/psionic/powers/dispelPsionics.htm): The Psionic Gauth's dispel check is 1d20+8.
Energy Bolt (http://www.d20srd.org/srd/psionic/powers/energyBolt.htm): This functions like the power, dealing 5d6 damage (no save) of one energy type (chosen by the Psionic Gauth at the time of its use).
Paralysis: The target must succeed on a Fortitude save or be paralyzed for 3d4 minutes.
Brain Lock (http://www.d20srd.org/srd/psionic/powers/brainLock.htm): Functions as the power (no save), except that the Gauth can also affect the following creature types: aberration, animal, fey, giant, magical beast, and monstrous humanoid.

Psionic Beholder Eye Rays

Dominate, Psionic (http://www.d20srd.org/srd/psionic/powers/dominatePsionic.htm): Functions as the power, except that the Psionic Beholder can also affect the additional creature types: aberration, animal, fey, giant, magical beast, and monstrous humanoid.
Charm, Psionic (http://www.d20srd.org/srd/psionic/powers/charmPsionic.htm): Functions as the power, except that the Psionic Beholder can also affect the additional creature types: aberration, animal, fey, giant, magical beast, and monstrous humanoid
Disintegrate, Psionic (http://www.d20srd.org/srd/psionic/powers/disintegratePsionic.htm): Functions as the power, except that the Psionic Beholder deals 25d6 damage with it.
Aversion (http://www.d20srd.org/srd/psionic/powers/aversion.htm): As the power.
Recall Death (http://www.d20srd.org/srd/psionic/powers/recallDeath.htm): As the power.
Fuse Flesh (http://www.d20srd.org/srd/psionic/powers/fuseFlesh.htm): As the power.
Entangling Ectoplasm (http://www.d20srd.org/srd/psionic/powers/entanglingEctoplasm.htm): The Psionic Beholder can affect a creature of up to Huge size with this power.
Deceleration (http://www.d20srd.org/srd/psionic/powers/deceleration.htm): As the power. The Psionic Beholder can affect a creature of up to Gargantuan size with this power.
Telekinetic Maneuver (http://www.d20srd.org/srd/psionic/powers/telekineticManeuver.htm): As the power. The Psionic Beholder gains a +6 bonus on its checks.
Energy Bolt (http://www.d20srd.org/srd/psionic/powers/energyBolt.htm): This functions like the power, dealing 7d6 damage (no save) of one energy type (chosen by the Psionic Beholder at the time of its use).


Rakshasa, Psionic

Some Rakshasa prefer the controlled power of the mind to warping the chaotic energies of magic.

Psionic Rakshasa are the same as normal Rakshasa, save for the differences outlined below:

Read Thoughts (Su)
A rakshasa can continuously use read thoughts as the power (manifester level 18th). It can suppress or resume this ability as a free action. The save DC is Charisma-based. This replaces the Rakshasa's detect thoughts supernatural ability.

Powers
A Psionic Rakshasa manifests powers as a 7th-level telepath instead of a 7th-level sorcerer. If the Psionic Rakshasa takes additional levels of sorcerer, these levels stack with the Psionic Rakshasa’s base manifesting ability for powers known, power points per day, and other effects dependent on caster level.
Typical Telepath Powers Known (4/4/4/2)
1st-conceal thoughts, entangling ectoplasm, psionic charm, mind thrust 2nd-cloud mind, ego whip/i], [i]psionic suggestion, psionic tongues; 3rd-eradicate invisibility, forced share pain, time hop; 4th-psionic dimension door, psionic dominate

Psionic Dragon Heritage
Somewhere in your ancestry, your bloodline has been mingled with that of a psionic dragon.
Prerequisite: Able to manifest powers of 1st level or higher
Benefits:
Pick one:
If you add your Intelligence modifier to your power save DCs, you also add half your Charisma modifier to them.
OR
If you add your Charisma modifier to your power save DCs, you also add half of your Intelligence modifier to them.
You also gain the following powers to your powers known at the appropriate levels:
3rd-ubiquitous vision
4th-schism
5th-teleport, psionic

Psionic Rakshasa Heritage Feats

Psionic Rakshasa Heritage
Your bloodline has been tainted by the blood of a Rakshasa somewhere back in your ancestry.
Prerequisite: Able to manifest powers of 1st level or higher, one power from the Telepathy discipline.
Benefit: You gain the following powers on your power list at the appropriate levels:
1st-mindlink
2nd-suggestion, psionic
3rd-false sensory input
4th-modify memory, psionic
5th-mind probe
6th-cloud mind, mass
7th-insanity
8th-mind blank, psionic
9th-microcosm
