Could someone tell me how to incorperate the azure city into a campaign (you know, size, pop., laws)

There's info in the DMG on how to create cities. Look that up and compare with what we know of Azure City from the strip.

murder, kidnapping, grand larceny, Unnatural Acts of Wizardy

Treason is a capital crime.

There's no evidence to suggest that. Keep in mind, most of the Order did not wear blue during there stay in Azure City and nobody batted an eye. Plus, the Azure City Refugee fleet did carry a good bit of orange or red dye.

If you ask me, the whole wearing blue is just a cultural aspect of Azure City. Perhaps blue symbolizes important for the azurites. I just don't know what.

it would be a metropolis, Royals and paladins wear blue due to station, though it might be by tradition rather than law, the basic things are illegal, also "What gate?" as well as tradionally asian flair (possible law against carrying weapons, among other things)

Other clues- Second Degree Murder, according to Roy in War & XPs bonus strip, carries a 20-30 year sentence. Manslaughter carries a minimum 4 year sentence.

Every gaming group I've had has gone off where I didn't 'plan', and well, that's why you gotta be ready for them.

Just go with the typical laws that you would find in any city, but make them a little more on the strict side. It is a LG city, after all. As for population, I'll be surprised if you need to tell your players anything besides "It's a big city." Well, maybe yours are more nitpicky than mine, I dunno.
