This creature looks like a young man with wolf's ears sticking out from underneath a tangled mop of black hair. Its furry legs end in canine feet, and his hands are frozen into wicked claws. It glares at you coldly.

Lycaon was once a great Satyr king, but he was also a vicious and bitter creature, who sacrificed his own children on the alters of good deities. He was cursed by the gods for his evil deeds to live a thousand years as a wolf, and when he finally was released from his curse, he'd grown larger and more fearsome than any satyr before him.

Now his offspring roam the winter forests and cold mountains of Marranarch like the winter wolves they run with, at one with the freezing and biting winter.

Lycaon's Brood speak Sylvan, with a voice that sounds like breaking icicles, and giant.

Combat
Lycaon's Brood are stalkers, preferring to attack at night, scampering from bit of cover to bit of cover and and pouncing while their target is unaware.

Sneak Attack (Ex): A broodling sneak attacks as the Rogue ability, adding 2d6 damage and 1d6 cold damage on a successful attack against a flat-footed or surprised opponent.

Winter's Chill (Su): A number of times per day equal to his Hit Dice, a broodling may as a move-equivilent action activate Winter's Chill. His natural attacks do an additional 1d6 cold damage for a number of rounds equal to the broodling's CON modifier.

Icy Skin (Su): A broodling's icy skin adds a +3 deflection modifier to his armor class.

(Sp) Chill Metal: At will and as a swift action, broodlings can use Chill Metal as the spell.

(Su) Blurry Countenance: As as swift action, a broodling may make his appearance indistinct, as if through the blur spell. This remains active until dismissed or the broodling is slain. Dismissing the blur is a free action.

I like the idea of combining stealth and cold- something seems very cold about the kind of unfair battles stealth-based combatants fight.

I can't imagine it being anywhere close to CR 10 with these stats, however. +8 to hit? No feinting or invisibility? At best 10d6+2 damage? I'd place it around CR 6, maybe 7 if tweaked a bit.

Its HP are a bit off- 12d6 + 36 (for the +3 Con modifier) averages to 78.

Perhaps an SLA of Greater Invisibility 3/day would up the power a tad. Maybe buff it to Str 14, Dex 18, Con 16, Int 12, Wis 16, Cha 14 too.

What about adding either or both of the following?

(Sp) Chill Metal: At will and as a swift action, broodlings can use Chill Metal as the spell.

(Su) Blurry Countenance: The forms of Lycaon's Brood are constantly surrounded by the effects of the Blur spell.

Both of these seem to fit the paradigm, but giving it greater invisibility... I've got this vision of not seeing these things until it's too late, but at the last minute, seeing something blurry strike you and spring away. You knew something was there, but have little idea what it is. Suddenly, ice starts creeping up your armor. Whatever it is is back... and it's brought friends.

Shouldn't this monster advance by character class instead of by HD? That seems more appropriate.

It could, but then it wouldn't be able to get bigger.

But bigger means less sneaking. This monster would benefit more from a few Rogue levels than from being bigger, wouldn't it?

Rogue or Ranger, yes... I've changed it - provided by-HD advancement with the "or by character class" option. Works for me?

Go with those two powers you listed above too. Those're nifty.

Although being constantly blurred may be a bit much. Perhaps "As as swift action, a broodling may make his appearance indistinct, as if through the blur spell. This remains active until dismissed or the broodling is slain. Dismissing the blur is a free action."
