I'm looking for a good system to simulate a theatre-level conflict. I'm specifically looking for something that can handle modern warfare, with air strikes and possibly nuclear weapons. Preferably something free.

If not, I plan to develop my own system for a major game I'm planning for the future (not for a couple of years).

Any ideas?

I cannot comment on quality, but Boots, Tracks, and Rotors (http://www.geocities.com/pmj6/BTR.htm) may be what you're looking for (though it's operational-level, rather than strategic).

Look around Freewargamesrules (http://www.freewargamesrules.co.uk/index.php?page=modern), though, they may have something better.

Thanks for that. It also has a companion piece for naval battles, which I'll need too.

While I'm actually setting it in a modern-tech fictional world, I can use equivalents from here.

This looks very interesting indeed. I might make a tweak for nuclear weapons too.
