Is rapid shot and Eldritch Blast a legitimate combo?

No, because Eldritch Blast is a Standard action. Rapid Shot adds an additional attack to a normal Full Attack.

One way to get an additional EB is to get the feat Quicken SLA for it. That way you can get a Standard EB and a Swift EB in the same round.

You could also get Eldritch Glaive, but then you're in melee range. (Or close to it.)
