Feature:
[PLACEHOLDER NAME]
Whenever an enemy starts its turn within your reach, you can make a basic melee attack against it as a free action. If you do, that enemy does not provoke Opportunity Attacks this turn if it moves away from you.

The idea here is that you punish your enemies for being close to you. Rather than pushing them, you encourage them to scatter on their own accord.

Whatever class used this feature would get lots of encounter and daily attacks with strong single-target debuffs that you can use as basic melee attacks for purposes of your PLACEHOLDER feature. This is how you do action denial.

An example:

Fubar's Strike- Thingamabobber Attack
Daily. Power Source, Weapon
Standard-Action
Melee Weapon
Target: One creature
Attack: Strength vs. AC
Hit: 2[W] + Strength modifier damage and the target is stunned (save ends).
Miss: Half damage and the target is dazed.
Special: You may use this power in place of a basic melee attack for purposes of your PLACEHOLDER feature.

You would still get plenty of bursts and blasts of course.

Bumrush- Thingamabobber Attack
Encounter. Power Source, Weapon
Standard-Action
Close blast 3
Target: Each creature in blast.
Attack: Strength vs. Reflex
Hit: 1[W] + Strength modifier damage and the target is pushed 1 square. You may shift into the unoccupied square.
Special: You may use this power in place of a basic melee attack when charging.

There might be some balance issues, I admit. I'm still working on that.
What I'm really at a loss for though is how to flavor it.
I think I have a good idea for the substance but I'm not quite sure where to go with the style. It's like a cake I've baked, but now I don't know how to decorate it.

Your thoughts?
