Er...I assume you missed that the entire Order (apart from V) is currently on the same island that the Azure City refugees are on, then? V teleported them there before Durkon started rezzing Roy.

It is entirely possible we have seen almost the last of all the Azure City characters. Of course, that has been true for the last 150 strips, so it's not impossible there is still another book about them still in the works. But we have Roy raised, and apparently on the way to the next gate. That makes a shift in scene pretty likely. So the Azure City characters are likely to just go off camera.
