If spells per day are supposed to halt after 20th level, how is it possible for the NPCs in the book ELH or Deities and Demigods to have all spells level if they did have 20 levels in a spellcasting class. For that matter, how are they able to pick a new class like a Wis 20/Cleric 10 and get the normal cleric spells per day?

Because the Cleric advancement there is not epic.
Epic class levels are class levels above 20, since they haven't got a level above 20, they get normal spells per day, it's just like if you multiclassed as a Wizard 10/Cleric 10.

Yeah, spells per day is based on your levels in a particular class, not your total level.
