where can i find the spell creation rules, for regular spells not epic ones
There were some guidelines in the Complete Wizard's Handbook in 2nd edition and, IIRC, the idea was touched upon in the 3.0 Tome and Blood supplement.
The guidelines are generally boiled down to advice like 'spells of this level should do X amount of damage and cap at Xd6 or whatever' and 'If it's better than the best spells of that level, it's too good.'

For D&D 3.X, the DMG. They're not rules, though, they're guidelines for the DM, because that's all they should be (in the case of D&D).

Yeah pretty much for the damage spells there are dice caps for what level of spell. Just look at similar spells and the DMG to get a nice grasp on it.

DMG p. 35 gives guidelines for determining the level of a homebrew spell, and which classes get access to it. DMG p. 198 gives the requirements in time, gold, and Spellcraft check needed to develop an orginal spell in-character.
