They are for SAGA, though I'm not sure what book they are in. I'm fairly certain it's either Scum and Villainy or Threats of the Galaxy. They aren't listed as a player race though, their stats are mentioned somewhere between the NPC profiles.

If you're looking for the old SW D20 version, I'm sure they're listed in the Alien Anthology (that's the name right? The big book with all the aliens).

Star Wars d20 old edition, revised core book, page 323 has the Hutts.

Star Wars d20 SAGA edition, core book, page 284 has the Hutts.

They're not with the player species because they not really meant to be used as PCs. Not that it isn't possible, just that they're traditionally villains.

They also aren't balanced against the other PC species (although, really, a lot of the PC species aren't either, in either edition; the old d20 edition has way more unbalanced species').
