OK, here's my go at fixing the Blighter PrC really that turned into an Eberron-specific PrC, inspired by Cyran Avenger PrC from Five Nations.

New Eberron PrC: Cyran Blighter
When the arcane disaster swept across Cyre, many druids lost their lives and those who survived the onslaught felt their connection to the nature profoundly shaken at best and many became Blighter (CDiv). However, a select few found a way to draw power from a pseudo-divine energy of the Mournland, becoming more and more like twisted creatures that now reside in the land.

Weapon and Armour Proficiency: Cyran Blighters gain no weapon or armour proficiencies.

Spells Per Day: Cyran Blighters can cast spells drawn from the druid spell list. To cast a cyran blighter spell, a blighter must have a Wisdom score of at least 10 + the spell's level. Cyran Blighter bonus spells are based on Wisdom, and saving throws against these spells have a DC of 10 + spell level + Wisdom modifier.
In addition to Cyran Blighter class level, the blighter adds one half ex-druid levels when calculating caster level for her spells and for effective druid levels using Wild Shape (see below).

Blightsoul(Ex) at 1st level, the cyran blighter may use Knowledge (nature) checks instead of (arcana), (local) and (religion) when making checks related to the Mournland and the creatures native to the place (such as living spells).
At 3rd level, her spells with (healing) subschool functions as normal in the Mournland.
At 5th level, the cyran blighter gains immunity to all forms of diseases and poison.
At 8th level, she gains fast healing 2

Wild Shape(Su) at 2nd level, the cyran blighter gains the ability to turn herself into any small or medium creatures with Blightspawned template (UE). She also gains all extraordinary and supernatural abilities of the creature, except Undead Transformation.
She gains the ability to take the shape of a Large blightspawned creature at 4th level and a huge creature at 9th level.
To calculate the maximum HD of creatures she can turn into, add one-half her ex-druid level to her cyran blighter level to determine the effecitve druid level.

Speak with Dead(Sp) CL equal to class level. Usable 1/day

Spontaneous Casting at 5th level she regains the ability to spontaneously cast summon nature's ally spells as per druid class feature.

Blightheart Perfection(Ex) at level 10 the cyran blighter becomes one with the death and misery that is Mournland. She becomes a Plant creature, gaining all the immunities of the type.

So far, my take on the PrC is that it brinks on the overpowered range of things as the immunities that come with Plant type (the capstone ability) is really, really nice.

So it was supposed to be on par with Ur-priest (1/2 ex-druid level to CL AND WS) or Planar Shepherd (changing type, blightspawn template to WS) but if there's any problem I'd appreciate constructive criticism.

For those of you who don't have UE, Blightspawned template turns the creature (animal or plant) into Plant type and +4 Str, +2 Con (and mental ability penalties) as well as disease (1d6 Con 1d6 Cha) and create spawn ability (limited; uncontrolled). Unfortunately for each month a blightspawn lives as... blightspawn it must make a fortitude save or become a zombie (a juju zombie to be exact, which is intelligent).

What are your thoughts? Overpowered? Balanced? Underpowered?

I see level 9 spells at level 15. That smells broken. I recommend you rank up the know nature prereq or something to make this class impossible to get till level 8. That way your class won't get those ninth levels too early.
Oh and don't balance on Ur-Priest or Planar Shepherd. The general consensus is that those classes are broken even comparing to other full casters.

Cool idea though.
