What level is Tsukiko?

I imagine she's gotta be exactly level 13. She cast a lot of 5th level spells in her fight with Haley but I don't think she's ever cast anything 6th level. Maybe she could be level 12. Do we know if she's a sor/clr/mt or wiz/clr/mt?

Because she made extensive use of quickened spells to cast 2 spells per round, I assume she has wizard rather than sorceror levels.
