Hmm. Assuming this isn't some sort of subtle anti-4e exercise (yes, I do know the relevance (http://dndshallneverdie.blogspot.com/2007/11/from-dread-gazebo-part-of-blackhammers.html) of the Gazebo is D&D folklore):

You need to say what sort of solo. Brute/Lurker/Controller etc.

Brute strikes me as most appropriate, so base stats would be:

Level 11 Solo Brute

Initiative: 9 Exp: 3000
HP: 585; Bloodied: 292
AC: 23 Fortitude: 24 Reflex: 23 Will: 23*
Attack bonus vs. AC: +14
Attack bonus vs. other defenses: +12
Damage - Low - Medium - High
At-will 1d8+5 2d6+5 3d6+5
Limited 3d8+5 4d8+5 4d10+5

Action points: 2

Str: 21 (+10) Dex: 18 (+9) Wis: 18 (+9)
Con: 21 (+10) Int: 18 (+9) Cha: 18 (+9)

Increase 3 of the 4 defenses (including AC) by +2 each.

P.S. Assuming this is a serious (as serious as designing a Gazebo as a monster can be) proposal, it's probably more appropriate for the Homebrew forum.

There's no point attaching stats to the gazebo. No PC can stand against the dreaded gazebo.

Didn't know there was one, and the recent thread asking for the stats on a gazebo made me think people here could design one for 4th.

4e DMG creating monsters got it all wrong, if that calculator is doing it right...but I don't play and was just looking over the monster creation rules without a MM to judge by.

In what sense?

Is said check other place for Solos, but didn't explain what you were doing, and my math doesn't add up tot he same yours did.

So it is missing something that may be in the MM or just comparing to the MM may reveal about monster creation up to that point.

DMG page 185, on the right where it saids "Creating New Solos".

 I stopped at step 5 page 184.

This creature should definately have vulnerability to Fire damage, maybe resist to ranged attack (You should chop it with an axe, or burn it, rather than shooting it with arrows!), good speed (at least 6) since it ran down a human paladin who presumably wore heavy armor, and high damage both due to its status as a Brute and its feared status. Also, I'd say it should be Huge at least if not Gargantuan.
