Entangled:
-2 Attack, -4 Dexterity. Ensnared. move at half speed, cannot run or charge. Concentration DC 15 + spell level to cast a spell.

So can a dragon fly with it's wings entangled? He would need to move its wings fast enough to maintain lift as well as thrust.

I would read entangled to read limits movement of body parts to slow. Like a woman wearing a tight dress, the limited mobility doesn't allow for running, likewise the limited mobility of the wing should remove any chance for flight due to not being able to overcome gravity in the first place due to the lack of speed.

If the spell/object's tensile strength is stronger than what the dragon can brake, then yes. However it depends on how the dragon is entangled. Dragons can be damn strong, depending on age, so what ever is entangling it has to be damn strong too.

Dragons have poor-clumsy mobility, which means they need to move half their fly speed to stay aloft. In other words, yes, they can still fly, and only need one move action to do so. You need Solid Fog or a Wall to knock them from the sky.

By RAW, the entangled condition does not directly prevent flight. As Sstoopidtalkid stated, the movement reduction can create complications, however.

They can fly, but they can't turn in their flight, nor ascend, since it would reduce their speed below half, which makes them fall.

Unless, of course, they were possessed of the hover feat, or a movement enhancer (such as haste), or somesuch.
