So my cousin wants his PC to be like a gadget hero. The other the sidekick.
Whay what be the best way to allow him to spam items without making him go broke?

If you're starting at a higher level (paragon tier or thereabouts), there are a lot of low-level items that have interesting effects, like the Wand of Icy Terrain (680g), Orb of Inevitable Continuance (680g), or Wavestrider Boots (840g). A lot of them are Wizard Implements, so suggest he play a Wizard.

If you don't want to start at high level, try this Wizard variant: He gets no Daily powers, but he gets Enchant Magic item as a ritual from level 1. He can enchant magic items for half cost, but they only work for him if he does so (others get enhancement bonuses, but no powers or properties). He isn't limited in the number of daily powers he can use. At each milestone, he can recharge a magic item's daily power.

Yeah. I'm not a 4E expert, but if you wait for the Eberron guide and its Artificer class, if it is anything like the 3.5 class it should be great for an item-based character.
