So I made a gadget system for my cousin's gadget hero PC. I didn't want to step on existing items made through Alchemy but he want's a whole belt.

Gadgeteer
Heroic Tier
Benefit: You can make gadgets of your level or lower and maintain up to 5 gagdets a day. You must have the correct formula.
Special: If you receive the Ritual Caster feat as a class feature, you can take the Gadgeteer feat instead.

Master of Utility
Paragon Tier
Benefit: You can maintain 2 additional gadgets a day.
Special: You may take this feat more than once. Each time you do you can maintain 2 additional gadgets to a limit up to your level.

Creating a gadget.
Creating a gadget on the field with a gadgeteer's kit takes 30 minutes. In a special laboratory, time time is reduces to 10 minutes.
Maintaining Gadgets.
Gadgets are very fragile. Without constant maintenence, a gadget will fall apart or break during an strenuous activity. Keeping a gadget in working condition is simple to the train but nearly impossible for the untrained. A trained gadgeteer can keep a number of gadgets in working condition a day before tiring. Gadgets not maintained for 24 hours break.
Using Gadgets with powers.
Some gadgets function as weapons and can be used with attack powers with the Weapon keyword freely. Heroic gadgets grant a +4 bonus to attack rolls, paragon +6, and epic +8. You do not add the weapon's proficiency or enhancement bonus to the attack roll when you use a gadget instead of a weapon..

Category
Each gadget formula has a category that defines the type of gadget it creates.
Grappler: Grapplers fire a hook or probe via a spring loaded or compressed gas launcher to provide various effects.
Suits: Suits allow additional forms of movement or end forced movement.
Sprays: A spray repels certain creatures or .
Scopes: Scopes allow vision and Perception bonuses
Other: Some gadgets create miscellaneous effects that don’t fall into the other categories.

Weapon Type: Crossbow

Grappling hook pull you towards an item or person.

Gadget
Power (Encounter) Move action. You move up to 10 squares. You can move vertically and ignore difficult terrain. If used via an attack, you must move towards the targets of the attack.
