If i have a fighter with a +3 Str bonus and he swings a weapon that gives him a damage bonus equal to 1.5 times his Str bonus then does he deal 4 extra damage or 5?

3.5 Is always round down unless it saids otherwise. So This is 4 extra damage.

This should be in the "Ask simple questions"-thread. But as a rule, round down. It's somewhere there in the PHB. Can't give you exact page right now, but it's there.

He deals 4 damage, I believe.

Here's (http://www.d20srd.org/srd/theBasics.htm#roundingFractions) the relevant link to the SRD, which is quite clear on the matter. I can't even think of an exception to this rule off the top of my head.

One exception is Abjurant Champion from either Complete Mage or Arcane, where it says you round up to determine what Abjuration spells you can quicken.

There are two such threads, one for for 3.5 and down, and one for 4e specifically, stickied at the top of this very forum. =) But its ok when people miss it from time to time.

Sorry, i dont often post in this part of the roleplay stuff. Or ask questions like this, but i just decided to try and DM a game and now i need this info.

What if there is a spell that lasts a number of rounds equal to your level, but you're level 1, and the spell has a save that says it cuts the length in half in the target makes the save? Does that round down to 0, making the spell completely ineffective?

It's 'minimum 1'. Same with damage, if you do 1d10 damage with your sword, and have 8 Str, you do 1d10-1. If you roll a 1, you still do 1 damage.
