So, as a half Dragon, I need to take (6 + Int modifier) × (HD + 3). My base race is Human. Do I multiply by 3, or 4?

We have been unable to decide if Humans do or do not have a HD.

No, your HD is replaced by your 1st character level in whatever class you are gonna take. That determines your skills and HP and all other relavant class features.

Note that Half-Dragon is a +4 LA. That means as a 5th level character, you have 1 level to work with, while everyone else has 5. Do this with care as you will be extremely fragile for a good 3-4 levels until your high Con helps you catch up in HP.

Half Dragon only changes how many skill points your racial hit dice grant, it has no effect on skill points gained from class levels.
