So this is my first time playing a non-humanoid race, and haven't been playing D&D all that much, so bear with me. I am trying to play a good outsider race called the Lumi, found here: http://www.crystalkeep.com/d20/rules/DnD3.5Index-Races.pdf. Anyway, the main issue I am having in understanding the "2HD Outsider, which grants skill points, feats, BAB, and Base Save Bonuses". Can someone please clarify what this means.

It means that you automatically have two "levels" of outsider with this character. This, in addition to your level adjustment (if you have one), is added to your class levels to find your effective character level (ECL).

The traits of an outsider level, according to the SRD (http://www.d20srd.org/srd/typesSubtypes.htm#outsiderType) are as follows:
d8 Hit dice
+1 BAB per level (like a fighter)
All saves are good (like a monk)
8+int skill points per level.

So for your character, that would add:
(8+CON)+(1d8+CON) hitpoints...
+2 BAB...
+3 to all saves...
40+(5 times INT) skill points...
In addition, you add 2 to your level to find how many feats you have.

It also gives you two more effective levels for max skill rank, right?

Also, the outsider level skill points can only be applied to skills listed in the race's monster entry as class skills (all other skills are cross-class for racial skill points.

While I have not seen anything that states that explictly, I see no absolutely reason why it should not, and would find it rather absurd if it didn't.

Also, this is an opinion question, but how good do you think the monsters translated at www.crystalkeep.com are? that site is where I am mainly getting the info for this race.

Keep in mind that you will start off as the equivalent of a 4th level character this way (max ranks as a 2nd level character). Also, you only get one feat (which is Imp. Init.)
