Permanent Spell

I have heard vague rumors about such a thing. I think a metamagic feat. Does it exist? If so what book and what exactly does it do different then permanency?

There is permanent emanation from epic level handbook...its also on the SRD.

Are you sure you're not thinking about Persistent Spell? It makes a spell last for 24 hours. There's also Permanency (http://www.d20srd.org/srd/spells/permanency.htm), obviously.
