Can anyone point me to where in CPsi it says that you dont apply menu abilities to ectopic form astral constructs?

It's in the stat-blocks for the ectopic constructs themselves. They don't include menu abilities, and so the constructs don't get them.

In addition, Bruce Cordell is on record stating that no, they don't get them.

This means you're spending feats to heavily nerf your constructs. They could get the same abilities using menu abilities. Get Boost Construct; avoid Ectopic Forms. The only possible exception is the one that explodes, but it, too, is fairly useless, unless you metapsionic it.

Of course, it is really really easy to just say that each Ectopic Form just adds the bonus listed in the feat to a standard Astral Construct and let them keep their menu items. That brings them up in usefulness by alot.

Regular Astral Constructs (http://www.d20srd.org/srd/psionic/monsters/astralConstruct.htm) of each grade list in their Special Qualities which menu abilities they get, if any. Ectopic Form astral constructs list specific abilities in place of menu abilities. The regular astral construct stat blocks are listed in CP without menu abilities, because the Ectopic Form stats are to be added to those, in which case they still don't have any menu abilities. Only the astral constructs in XPH/SRD get menu abilities, the variants in CP only get whatever specific abilities are listed. Note that what abilities they do have copy certain menu abilities, so if a character has both Ectopic Form and Boost Construct they should get to choose an additional ability from a menu that one of its current abilities appears on.
