For quite a while, I've played in a game with a friend whose character is a Chakra Control specialist. There aren't too many offensive CC techniques in the book, and in thinking about ways to increase that number, I remembered the Spirit Gun from Yu Yu Hakusho and how much I used to love that show.

So, I set about to convert the most popular attacks from the series into the Naruto system, because I think they'd carry over well and give CC-base characters more to work with. I tried to be both reasonable within the confines of the system while still being true to the show.

Here's what I have so far.

The user gathers chakra into his index finger, forming a blue sphere of glowing energy at the tip that can be fired like a bullet. This technique, while simple, can be enhanced to devastating effect with a large investment of chakra.

Forming the Rei Gan is a move action and attacking with it is an attack action, requiring a ranged attack roll to which the user may add his Wisdom modifier. The attack, if it hits, deals 4d4 force damage, and the user may hold the charge for up to 1 round per level before it dissipates.

If the attack is used at a range of 5 feet or less, the user receives a +2 competence bonus to the attack roll and the Rei Gan deals an additional +1 damage per die.

Because of the bright light generated by this technique, a creature can make a Spot check (DC 10) to notice the user. If the conditions are met (creature is flanked, denied its dexterity bonus to defense, etc.) the user may deal sneak attack damage in addition to the standard damage caused by Rei Gan.

Empower:
The user can increase the power of his Rei Gan by paying an additional 1 chakra per die (up to a 1d4 per level or 6d4). Doing so, however, increases the Perform DC by 1 point per additional die of damage.

Mastery:
Each step of mastery in this technique grants the user a +1 bonus to the attack roll.

At the second step of mastery, the user may increase the size of the damage die to 1d6 by spending 2 additional chakra and increasing the perform DC by +4. Empowering the attack costs 1.5 points of chakra per die (round up), to a maximum of 10d6 damage. Rei Gan is considered a B-Class technique for the purposes of mastering it to the second and third step.

At the fourth step of mastery, the user may increase the size of the damage die to 1d8 by spending 4 additional chakra and increasing the perform DC by +8. Empowering the attack costs 2 points of chakra per die (round up), to a maximum of 12d8 damage. Rei Gan is considered an A-Class technique for the purposes of mastering it to the fourth step.

At the fifth step of mastery, the perform DC no longer increases with added dice and the user may add his Wisdom modifier to damage. Rei Gan is considered an S-Class technique for the purposes of mastering it to the fifth step.

Similar to a Rei Gan, the Rei Ko Ha focuses chakra into the user's entire fist, then releases the energy in a spray of tiny bullets. This allows the user to target multiple enemies or prevent his opponent from evading the attack.

Creatures caught in the blast take 3d12+3 force damage and are stunned for 1 round. A successful Fortitude save negates the stun effect and halves the damage.

Empower:
The user can increase the power of his Rei Ko Ha by paying an additional 3 chakra per die (up to 1d12+1 per two levels, or 6d12+6).

Mastery:
At the the third step of mastery, the user may spend an additional 6 points of chakra to affect a second 15-foot cone OR to increase the Fortitude save DC of Rei Ko Ha by +2 and the damage by one half. Performed this way, this technique is called Niren Rei Ko Ha (Double-Barrel Spirit Shotgun).

Unlike the Rei Gan or Rei Ko Ha, the Rei Ko Dan channels chakra from the entire body, increasing its power dramatically. However, much of the power is lost if the attack is not used at close range. The user's body glows with a radiant blue aura and he releases the collected energy in a devastating strike, though inexperienced or unworthy users can die from the after-effects.

The user makes a single attack at his highest attack bonus that, if it hits, deals double damage plus an additional 1d8 force damage per level (maximum 15d8). A creature stuck by Rei Ko Dan must succeed on a Fortitude save or be knocked back 2d6x5 feet and fall prone. This attack always provokes a massive damage save.

The user may instead choose to deliver Rei Ko Dan as a ranged attack with a range of Close, in which case it deals 10d6 damage to a single target, which must succeed on a Fortitude save or be knocked back 1d6x5 feet and fall prone.

Regardless of how the attack was discharged or if it hit, after performing Rei Ko Dan, the user must make a DC 20 Fortitude save or take 2d6 points of Constitution damage.

Mastery:
At the third step of Mastery, the user no longer needs to make a Fortitude save after performing Rei Ko Dan.
At the fifth step of Mastery, when performing Rei Ko Dan and for 2d4 rounds afterward, the user's body reverts to its strongest point. He ignores any ability damage to Strength, Dexterity or Constitution as well as any penalties accrued from aging. Any observer will notice a marked physical change as the user may appear to be years or even decades younger.
