Bardic Feat: Wishsong
Prerequisite: Perform(sing, or instruement) 21 skill ranks
The song is called Wishsong. When the bard plays Wishsong they play a song to a targeted individual and the individual may make a wish at the cost 5,000 XP. The individual must have the XP to burn.

Artifact
Ring of Generosity- The ring grants the user three wishes. The first wish has the desired effect. The second wish has mixed results, the wish comes true, but with a twist. The third wish is just bad. The ring also acts as a use activated ring of invisibilty and grants constant evasion. At anytime the current owner gives the ring away of their own free will the three wishes will be restored for the new owner.

I'd make Wishsong require 24 or more ranks in Perform, making it an epic feat.

It needs to:
1) Use up one (or more) uses(s) of Bardic Music
2) It needs to burn up a spell slot (6th).

Making it only burn 6th level spells is meh. You can make a bard build that has 9th level spells at 20.

Make it epic.

The ring seems amazingly like the one ring. Just don't say the only way it can be destroyed is to have a halfling throw it into Mount Gloom or whatever. They will see through that. :P

Just pass that sucker around a good sized party, and that's like a ring of 6 wishes. Use an enthrall or get some hirelings, or maybe just wish for 100 completely loyal goblin henchmen, than have each one wish for 25,000 gp.

Yeah, the ring is the essence of broken. Even if eveyone in the party could only use it once and was only willing to make one wish, its alot of power plus it gives invisibility and evasion. Those alone make it very powerful. I'd only be willing to allow either of these in an epic campaign and not until above 25th or something.

The Wishsong sounds more like a curse than a blessing. I wonder if you can use it against your enemies, and then have their wishes perverted?

You could maybe have a song of polymorph. Target it at someone else and let them pick the creature they want to be.

"Oh would you like to swing on a star/Carry moonbeams home in a jar/Are you better off where you are/Or would you rather be a..."

Player: "Frost Giant?" *poof*

But yeah, it would have to take up a spell slot.

On the Artifact:
Artifacts cannot be determined by identify, which leaves legend lore to offer some hints. The PCs would have to figure out that you could get wishes from it, and that they get progresively worse. The PCs would have to learn what the ring does by trial and error. They would not know that the wish count resets after its been given away, so they would not be quick to give it away.

On Wishsong:
It should be Epic, I agree with that. It gives non clr/wiz a chance to burn 5,000 XP. Just because the song is sung does not mean a wish must be made. The targeted individual must have 5,000 XP to burn, so no getting a tribe of 1st lvl goblins.

I would have it be epic. 24 ranks perform, bard level 21, and much like an archmage's High Arcana it should chew up a high level spell slot.
