Apparently, D&D kobolds work differently than RL reptiles. So both things mentioned here should be possible, based on in-comic information... and I doubt you'll find official rules that make it any clearer.

On what grounds can you dispute the Oracle is a kobold? He looks like a kobold, as they are depicted in this strip. Everyone calls him a kobold, and he does not dispute. He filled his town full of kobolds. He isn't a spellcaster, though he does have many magic items, perhaps he disguises his true nature? He doesn't need to, everyone leaves the charmed area remembering what they came in expecting!
