I'm building an ice age campaign for 4th edition and wanted to add certain weapons that are no longer represented in the game: the net and the bolas. After consideration, I'm leaning towards creating them as wonderous items instead of weapons.
Net
Power (Encounter): Standard action. To entrap an adjacent target in the net, you make a Strength or Dexterity melee attack against the target's Reflex.
A creature entangled in a net is restrained. Escaping from a net requires a DC 15 Acrobatics or Athetics check.
As a standard action, any creature other than the one entangled can remove the net from an adjacent creature.
Bolas
Power (Encounter): Standard action. To ensnare a target in bolas, you make a Dexterity ranged 5/10 attack against the target's Reflex.
A creature hit by bolas takes 1d6 points of damage and is knocked prone.
I made the powers encounter rather than at-will to represent the prep time it takes to fold the net or coil the bolas to get them ready to be thrown again.
