Likely the highest pure damage at this level will follow this formula:
Two Weapon Ranger
2x Bloodclaw Weapon.

This is ignoring any damage that may be taken.

Barbarian.

Our groups Barbarian killed three guys in one round, smacking the first one for about 60, the second one for about 30, and the third one for about 30

Yeah, my Half-orc Barbarian can hit 30 damage a round at level 2 without breaking a sweat.

More if he crits or downs someone.

I would not recommend this character in play because they have a good chance of dying:

Damage Breakdown looks like this:
Main Hand weapon: (Bloodclaw) 1d10+6. +2d6 damage on a crit
Off Hand Weapon: (Reckless) 1d10+5. +2d8 damage on a crit
Quarry: 1d8
Take a -2 to AC for +4 damage on each attack [Always used]
Take 2 damage for +4 damage on each attack (Stacks with above) [Always used]
When Bloodied, Get Regen 2 and +2 damage (Shifting)

Attack Breakdown:
+4 (1/2 level) + 6 (Strength) + 3 (Proficiency) + 2 (Enhancement) + 1 (Expertise) + 1 (Prime Strike if no allies are in 3 squares) = +17 to hit

Attack Routine:
Since we have three fights, I'm assuming that an Action Point is used in the Second and third fight, and a daily is always used with an action point.
The Bloodied damage isn't included, but when bloodied, +4 damage.

Monster AC At 8 is roughly 14+8 = 22. I'm assuming thus an 80% chance to hit. Because of this I'm assuming one attack at least hits, and Hunter's Quarry goes off at least once each turn.

Abilities that give Combat Advantage will give 0.80*2 = 1.6 bonus to hit, Which raises to an 88% chance to hit.

Formula: Chance to hit * Damage + Chance to Crit * Crit damage

I know this isn't precisely on-topic (and also isn't 8th level), but it's a story I always like to tell. So bear with me.

I don't have full builds for you (sorry), but our level 26 group managed to kill a level 25 Solo Ancient Black Dragon in three activations. It was a Stormsoul Sorcerer (me), a TWF Ranger, and an Archer Ranger (I think). It involved abuse of Quickening Order, a level 22 Warlord daily utility from Martial Power. It's no action, used when you roll initiative. You and your allies gain a bonus to the initiative roll equal to your intelligence modifier. On the first round of combat, they also gain a bonus to attack and damage rolls equal to your intelligence modifier. In our case that was +9, meaning we almost auto-hit on our attacks.

If you want I could do a proper breakdown of what my character did, but I don't remember enough about the others to do that. What I remember is that I did around 400-500 damage on my turn, and in the whole round I believe we got a bit over 1200 damage.

With regards to the actual challenge, do you count total damage over several creatures? If you do, then I expect a Sorcerer would win. If not, then probably Ranger, maybe Barbarian.

Using the Character Builder (which I don't have on this computer), I made up a 3rd level Dwarven Ranger that can consistantly do 15-20 damage each round.

Also, I've seen a Minotaur (pre-errata, because we never saw the errata) Barbarian with an Executioner's Axe doing around 30 per round at first level. I really want to build a Half-Orc version of that, with a Vanguard Executioner's Axe. Mmm... TONIGHT!

Eladrin Swordmage | Wizard hybrid.
22(+10) int
Feats: Destructive Wizardry, Expand Spell, Eladrin Soldier, Focused Expertise (longsword), dual implement
+2 longsword. Vanilla. offhand +2 blade (don't care what), or any implement really.
To hit: +10 (int) +2(weapon) +1 (expertise) = +13.
Level 8 opponent has ~20 reflex, so hits on a 7+ -- 65% chance to hit, 5% chance to crit.

Area of attack is actually a 5x5 square. So up to 24 targets.

We'll assume 5 targets. Because we are feeling generous.

Assuming we get at least 2 hits on that many targets (~95% chance per attack -- so I'll admit it won't happen an average of once per damage-race...)

Hit damage: 1d6+6(int)+2(weapon)+2(feat)+2(destructive)-2(expand)+2 offhand = 15.5
Crit damage: 16+1d6 = 21.5

.65 * 13.5 + .05 * 19.5 = 10.45 per target.
* 5 targets = 52.25 damage per round.
* 17 swordbursts (counting action points) = 888.25 average damage.

Note: I did not use a single encounter power, daily power, or utility power. I did not pick cheesy magic items. I assumed a modest number of targets (when in reality, this build could be hitting far more). And I beat the damage output of the cheese Ranger. :)

I don't think it would be cheesy at all to make your weapons vicious.
Also, if you're hybrid, you can use a staff of ruin, can't you?
