I have absolutely no doubt that Mr Scruffy is Belkar's animal companion, which would suggest he's got a few hit dice and other bonuses over and above a regular housecat. The Belkster was sadly disappointed (http://www.giantitp.com/comics/oots0140.html) with his first attempt at getting an animal companion, but after a trial period, he seems to have really bonded with Mr Scruffy.
