The Clerk's Ward is where most of Sigil's bureaucratic types are located, so you're likely to find bankers, record-keepers, accounts and all manner of terribly dreary people. It also houses a good portion of Sigil's lesser nobility.

The Lady's Ward is more or less the richest and most extravagant section of Sigil; only the highest nobles are found here. Not much happens here, it just serves as the rich part of town.

Remember, a whole lot of people live in Sigil. It's not just a place for the Lady of Pain to float around in.

The Clerk Ward has the Civic Festhall which contains some of the planes' finest art and music as well as the best wine around. The Hall of Information is basically a gigantic tour guide that can point you out to anything from missing relatives to the best job based on your skills. Lazz School of Vivid Unpleasantness, one of my favorite sites, is an art school that basically teaches dadaism and "avant garde" music.

There's really not much in the Lady's Ward except stuffy nobles. You've got a prison, a temple devoted to the abyss, and the Golden Baurier Inn which is one of the finer establishments in Sigil (right across from Bigby's statue, actually). The only place I've ever cared about is Fortune's Wheel which is basically a huge casino full of irate nobles that hate losing.

Check out In the Cage: A Guide to Sigil accessory. It contains everything you want to know about running an adventure there. It's long out of print so you'll have to turn to ebay to find a copy.

Clerks? Well, typically clerks play hokey on the roof of their stores.

Freud, sexual repression. I didn't want to go with the obvious Monty Python rejoinder.

And how does that make you feel?

I see. You seem to have the persistent delusion that you are a psychologist.

My sigel (varient setting Homebrew), is improving.

I found a copy of the Guide to the Cage.

My sigel is abit (ok, alot more anarchistic), the factions who police are, less prevolent, (although as the players spend more time there they'll start noticing them).

The Hall of Information, is about to bury the PC's in Red Tape.
first demanding to be shown landowners transfer papers.
Then refusing to meet, until the Players have a meeting to determine an appropriate meeting time for all parties.

Ah bureaucracy!

Any suggestion for a monster i can abuse into being red tape, suffering from the awakened spell?

You can name your homebrewed locations whatever you want, but Planescape's good old City of Doors is Sigil, not sigel.

Sorry, but that was bugging me.

Just give it a dozen wizard levels with nothing but mean battlefield control spells. Have the party choke on a Solid Fog for 2 rounds, only to find themselves stuck in ANOTHER Solid Fog which leads into an Evard Black Tentacles COVERED in Solid Fog. Ray of Enfeeble the strong PCs, Ray of Clumsiness the dexterous PCs, and Touch of Idiocy the smart/wise PCs. Give the Red Tape DR 15/Chaotic AND Pandemic Silver AND Piercing AND Herring, or something equally ludacris that require multiple steps to overcome, and make it immune to red spells but vulnerable to blue spells, but only have casting yellow spells. In otherwords, make something super annoying that they can hardly kill, but never really threatens their lives. They just have to mess with it for long enough, or find some creative method to cut through the red tape.

And remember, it's pronounced to rhyme with "giggle", not like the word sigil. I don't know why, but according to the box set, apparently mispronouncing it is a worse crime than basically destroying an entire inn.

Hmm.

Physical attacks won't work and it'll require some obscure combination of the party's powers to defeat. And they can't just leave either because it somehow prevents this or because they just don't wanna for plot reasons.

It won't actually hurt them, or at least, not enough to be anything more than a slight annoyance in retaliation for their ineffective efforts to vanquish it.

Have it issue ultimatums and generally unhelpful clues when a power is used by the party, so that if it's not going to help defeat it, it selects from a set of 1-6 responses (roll a d6 to decide which one each time), but if the party uses a power which is necessary to defeat it, have it say a specific set clue to another power required to defeat it.

Sort of like, "You can't submit Form: Crane's Thousand Papercuts until you're completed Form: Hastur Hastur Hastur!"

Sort of a combination between a really awkward combat encounter and a really annoying roleplaying encounter.

If you can work out a way to add a skill-check/encounter/thingy (Skill challenge?) dimension to it as well...:smallamused:
