Is there any way to get a weapon that crits from 11-20? This weapon + kaorti resin + aura of perfect order = critical hit (for x4) on every attack!

Yes, though it uses a 3.0 unupdated PRC. Yake any 18-20(rapier, scimitar, kukri, whatever0, Improved critical to get to 15-20. Then Disciple of Dispater (BoVD) 4 doubles that and specifically stacks with Imp. Critical so you get 9-20, take up to 8 for tripling range which would give you a 3-20.

It is BoVD which many DM's don't particularly like but it works

When you cut something with your weapon, you just made its atoms divide by zero.

A PC with the Iron Power (+2) class feature from having at least 8 levels in the Disciple of Dispater PrC, plus a weapon with a crit range of 18-20/x2, and the Improved Critical feat for that weapon would have a critical threat range of 9-20/x2 (not 3-20/x2) on any attacks made with that weapon.

The reason for this is that in D&D, doubles or triples don't double and triple each other; they add on to the total multiple. So tripling as well as doubling is ruled as x4, not x6, the same way that doubling a double is ruled as x3.

Now, there are some who would claim that the Iron Power class feature of the Disciple of Dispater does not stack with Improved Critical, due to the 3.5 Improved Critical feat having this line in its text: "This effect doesn’t stack with any other effect that expands the threat range of a weapon." However, I believe that this specific rule is overrulled by the even more specific rule in the Iron Power class feature, which states: "This ability does not stack with the keen weapon quality, but it does stack with the Improved Critical feat." Since the Keen weapon quality has the same wording as the Improved Critical feat, this leads me to believe that it is a specific overruling of that wording. Others may disagree.

Thus this would work for the OP's purposes, IMO.
