Maybe instead of the Snarl being imprisoned in the OOTS planet it is actually ensnared in another world on another plane and the world that the OOTS are in is really a sort of backup cage. Like blast doors that stop explosions from expanding.

It would explain why (as Redcloak points out) the Snarl isn't reaching through the rifts at people the way it did in the time of the Order of the Scribble.

But the Snarl's imprisonment happened before the time of the Order of the Scribble, which couldn't have been more than 200 years before the events of the present time, so its ability to reach through the rift should remain intact.

Perhaps the other world is a new development then. However, the main theory for this is that if any of the Gates still stand then the Snarl cannot reach through.
