...and?

What is the Dark Flood? What are the Elder Evils?

What is the terrain/world like (politically, magically, culturally, geographically, and so forth)?

With all these incredibly powerful wizards everywhere, what is the PCs role?

What exactly is the Dark Flood? A alliance of evil races? A custom evil race? Where is their home area? Another continent? Another dimension?

Are the personalities you mention worshiped as gods, or do they just have the powers of such?

I assume that the negotiations with the Dark Flood happened in Issalyna since Isalyna can't leave it?

Answers:
The tone of the game is less religious than most D&D games. So below are things called Factions, which are basically non-god pantheons. The incredibly powerful wizards and NPCs that walk around are only the top-tier beings. Most people are from levels 1 and 2. These beings do not have worshipers, however a mortal, once he gains more than 0 divine rank(s), becomes what is called a "Paragon".

Cosmological Factions:
Wizard Lords: Immortal, transcendant arcane apparitions. (Wizards of 30th level or beyond in 4th edition)

The Paragons: (These are the traditional D&D deities. All of them former mortals, however)

Elder Evils: (The first Demons and Devils, who are the same in this setting. Devils are just high ranking demons. Asmodeus, and other incredibly old demons are Elder Evils.)

Totems: (The beast gods, who have supernatural intelligence and magical powers)

Empyrean Lords: ( The angel lords of Celestia. They serve and worship a being called God.)

Oracles: (Wizards tied to certain domains. They have enormous precognitive powers regarding their domains.)

Wizard Sages: (Super specialist epic wizards...)

Omega Weapons: (Extra dimensional super specialist forces from another plane.)

Shinigami: (Grim Reapers and death gods from another plane of existance.)

Dark Flood: (Dark creatures composed of many races.. The Dark Flood is incredibly dangerous and not to be underestimated.)

The Masters: (Embodiments of the portfolios of the universe. Similar to Paragons, except that Masters pre-existant from the universe and generally more powerful)

Juggernauts: High Tech Super Human Special Forces native to Hagar.

Territories/Countries:
Jelanda:
Once ruled by a monarchy for centuries, Jelanda is now a democratic republic run by the Knight's Council, the Elder Council, and the White Council. The Knight's Council, which runs the government operations, and represents the now symbolic Monarchy, is in position to control the careers of the military personel. The Elder Council passes the laws, and has the mayors, governors, and the highest member of the Elder Council is the Mayor of the Palace. The White Council is both a public and secret society. It is the Central Intelligence Agency and the Judicial branch of Jelanda. Most who enter into the White Council are very skilled at some job or craft. (at least level 7 characters are allowed into the White Council) The White Council is in charge of making sure that the Elder Council and the Knight's Council do not become too politcally powerful.

Population: 90,150,000
Government: Consociative Republic
Land: 765,000 square miles
Trade: Whaling, wine, marble, potatos, pearls, gems, silver, gold, wheat, herbs, cows, sheep, silk, wood, iron, art

Important Figures:
Judge Makius:Lawful good, level 32 wizard
ArchEnforcer of the White Council. He is one of the most powerful members of the White Council, and also one of the most wily and cunning. Makius is one of the most powerful magicians in the world, and he was taught magic by Oerza himself, two hundred years ago. Oerza knew that Makius was an apt pupil, so much so that Oerza demanded that Makius be admitted to the White Council. Erias Makius began life in one of the poorest societies in all of Jelanda, in the town of Rod. Rod is now a prosperous city that Makius visits at least three times a year in order to pay respects for his dead loved ones and friends. Rod is where Makius first learned magic from and old wizard named Bigen Lugus. Although Bigen was murdered by roaming bandits outside Rod, Bigen managed to impact Makius'es life tremendously, teaching Makius respect for life, how to master basic spells, and alchemy.

Oh my, a Bleach crossover. :smalltongue:

Also, by the sounds of it you're using the 4E Immortals Handbook or at least something that sounds similar, perhaps inspired by what hasn't been released yet. Sounds interesting, nonetheless.

I wouldn't mind seeing the Dark Flood being led by the Scro, if you're familiar with them.

The Dark Flood is actually supposed to be my version of the Burning Legion. :) And, no, this isn't a Bleach Crossover. lol

I'm just trying to come up with my own god like system. Those divine powers that are seen above are simply extremely powerful beings that are not worshiped. But yeah, I've seen the Immortals Handbook, and it is very interesting.

Who are the Scro, by the way?

The Scro are an alternate orcish race from Spelljammer, that is basically their opposite ("orcs" to "scro" :smalltongue:), a lawful race that has conquered several worlds through their organization, monastic warrior traditions and resistance to magic of all kinds. They're even more relentless than hobgoblins in their warrior training and in teachings of order and discipline.

There are conversions for them from 2nd Ed. to 3rd on the Spelljammer fan site and an official conversion in Dragon magazine, though I can't offer those stats, as I don't have access to the magazine issue they appear in right this moment, which is issue 339, the article being Races of Spelljammer, by the way. They haven't made the leap to 4E, though I doubt they will, considering WotC has basically killed off Spelljammer and absorbed it into Core already.

And by Bleach crossover, i'm referring only to the Shinigami, not necessarily the whole. :smalltongue:
