I was thinking an uber-transfer:

Transfer: Any trait (2) -> Any trait (2)
Duration: Permanent

There is something else he need?

Of course, the char also must have some natural high strenght, super-strenght, speed, regeneration and wall-walk.

I'm only loosely familiar with Prototype, but I imagine Warshaper, Master of Many Forms, and other crazy polymorph-styled effects would help.

A friend of mine is also in the process of making a base class based around the game, too, but we haven't really playtested it yet. I might be able to get a copy of it for you, if he doesn't mind.

Mutants & Masterminds, not D&D.

The kind of stuff you're trying to get is really, really powerful, though - to the point where it's not a stretch to call it an X-Trait.

A little bit weak, but I can work with it.

PL 12 is weak?

In the games he gain power much more quickly than the normaly implied with this version.

He started at maybe PL 8 with just more Str, 1~3 points of Super-STR, extra types of movements and the godly power of absorsion.

Then in about a week or so he got all the shiny stuff.
