[3.5] Hiding Wands?

I'm trying to figure out if an item like this exists... basically I'm trying to find the wand equivalent of a hidden dagger sheath, something that a character could have strapped to their forearm that they keep a wand in. The wand in question would be a personal buff spell that they might want to activate sneakily sometimes.

If something like this doesn't exist, I can probably homebrew it fairly easily based on the info for hidden sheathes. I'd guess it would be a sleight of hand check to activate it? And would I be able to activate it in this manner-- wand descriptions say it has to be held in the hand and pointed at something, I think.
