Refs only.

Need a LOS ruling here. Players are in the following squares: M-16 and F-13. No listing for how high the ledge is or how that plank manages to allow access over the ledge... it just doesn't visualize well. If the plank cuts through the ledge opening up a crevass than theres LOS (through a load of cover).

Also looking at the alpha labeled squares at the top of the map, letters "M" and "N" are in the wrong locations and should be fixed.

Ok, this is is an artistic failure where the map maker tried to apply the reverse of the top half to the bottom half without considering the mechanics to carefully.

To answerer your question:Yes, there is a cut out. There has to be.
Also according to the map:

• A character can move from N-17 to N-11 with no movement penalty.
• A character can move freely between L/M/N-15 with no movement penalty.
• There is an approximately 10ft tall cliff between M15/M16.

All of that is of course true, and this makes my brain hurt as well.

I find my brain pains eases if I imaging the southern path to be a parabolic curve such that the N14/15 junction is at -1 ft, the N15/16 junction is at -4 ft, and the curved bridge ends at N16/17 junction at -9 ft, a ft above the ground.

It also helps when you realize the areana designer likely used magical BootLock™ on the floors and bridges to allow gladiators to traverse slopes of up to 45° with no movement penalties.

The pain then finally ends as I smack myself with a player handbook repeating the soothing chant "DnD does not run on physics. DnD does not run on physics. DnD does not run on physics..."

There is no LoS. L15 at least should be at +0 ft elevation, and regardless of any cutouts and it's potential shape, Buck could not see over that lip to notice Big on the ground bellow.
