Came up with this whilst watching Naruto. Please do not hold Hirizen's origins against him.

Hirizen,
The Blade beyond the Lightning
Vestige level: 4th
Binding DC: 22
Special requirements: No
Summoning seal: Intricate designs of forked lighting surrounded by a circle.

A promising ninja who became obsessed with the technique known as Chidori.
Legend: Hirizen grew up in a hidden ninja village and was taught from a young age how to fight. An abundance of magical energy in the surrounding country side imbedded many of the ninja children with an arcane nature they were able to grow into a fighting style. Despite being an excellent fighter, Hirizen felt he was being held back, having not received such a gift at birth. He became especially jealous of Kariza, whose fighting style was based on his innate ability to produce lightning, a style he called Chidori. He claimed his own electricity was so strong he had sliced through a natural bolt of lightning with it.
Having been let down by birth, Hirizen turned to training. After days of meditation and spiritual exercises he managed to produce his own lightning. He immediately challenged Kariza to a fight, determined to prove he was the better electric user. But he had no hope against someone who had been gifted with such a style from birth and the battle was soon over.
However, Hirazen had been made so delusional about his own prowess by his success that he imagined that he had won. For days he kept telling people about his glories victory and could not understand why they laughed at him.
Feeling sorry for him, Kariza told him a secret: he had not really sliced through natural lightning. Immediately seeing a way to prove to all he was the best, Hirizen announced that he was going to slice through natural lightning as soon as they next storm broke out. When it did, he climbed the tallest mountain whilst his fellow ninja watch from a safe distance. The bolt struck, killing him, but in Hirizen’s mind he was convinced he had succeeded and was unharmed.
Since he had died but refused to acknowledge it, no deity could accept his spirit, and so he became a vestige.
Manifestation: After you draw the seal lightning strikes the center of the circle. Then simultaneously another strikes and a young man with electric blue skin and a burn on his right palm appears out of no where, brushing the lightning bolt aside. A third bolt appears and he raises his hand to block it, but the lightning cuts through his arm. However, he does not appear to notice it, turning towards the summoner and smiling proudly as if he had blocked the third one as well.
Sign: You gain an electric blue spot on the heel of each palm.
Influence: Hirizen’s obsession with the source of his power is expressed through you. Whenever you see natural lightning, you are fascinated for 1 round. Additionally, when in combat he requires that you attack lightning users in favour of other foes.
Granted Abilities: Hirizen grants you the full power of the technique that drove him to his doom:
A Thousand Birds: You may make a charge attack without moving in a straight line. Additionally, the charge attack deals an extra 3d6 damage, plus and extra 1d6 for every 3 binder levels you posses above 7. Once you use this ability, you may not use it again for 5 rounds.
A Thousand Needles: As an immediate action you can let loose a volley of sparks in a 20ft cone. Anyone hit takes 1d6 points of electricity damage (reflex saves halves) and you gain concealment against any creature who takes damage from this attack for 1 round. Once you use this ability, you may not use it again for 5 rounds.
Lightning Blade: As a standard action you can focus your inner lightning into a thin, pure line of electricity. This allows you to make 1 melee attack as a standard action with a 30ft reach. This weapon is treated as one handed, dealing 1d10, 20/x2. All damage dealt by this weapon is considered electric. Once you posses an affective binder level of 11 you may make a full attack with this blade. When you use this ability, you may not use it again for 5 rounds.
Chidori Current: As a move equivalent action you can charge your body with an electrical current. For 1 round any creatures you attack, or who attacks you with a non-reach melee weapon receive a shock from the current and must make a fortitude save or be stunned for 1 round. Since the current is diluted, they gain a +2 bonus on this save. Once you possess an effective binder level of 12 you may use this ability as a swift action. When you use this ability, you may not use it again for 5 rounds.

A thousand needles needs to scale, somehow. I understand the hesitation to make it scale too fast, considering it is an immediate action, but eventually people are going to start walking around with energy resistance or DR, which will suck. Maybe 1d6 per 4 levels(so 2d6 when you get it, 3d6 at 9th, and +1d6 every 4th level there after)?

Okay, and maybe total concealment at an effective binder level of 14?
