Does Skill Mastery allow you to take 10 on UMD checks? If not, is there anything that does?

No, because Skill Mastery lets you bypass "stress and distractions" that prevent Taking 10. UMD's ban on Taking 10 is not due to these factors.


If not, is there anything that does?

Warlock levels. I think it's a 4th-level ability?

Nope, FAQ says that it doesn't work on UMD and it makes sense b/c stress or distraction aren't what stop taking a 10 on UMD. Warlocks can take 10's on UMD though.

Artificers also get such an ability though I do not remember the level at the moment.

Edit: At level 13 it seems.

Yes, it's level 13 for Artificers, and level 4 for Warlocks.

It should also be noted that this does not mean the FAQ should be automatically disregarded in all cases.

I seem to recall Exemplars taking 10 on skills, is this what we are talking about, or is it the rogue ability, perhaps?

It's another version of Skill Mastery. Works exactly like the Rogue version, differing only in the number of skills mastered.

Good thing it also makes sense b/c being threatened or distracted isn't what normally prevents you from taking a 10 on UMD checks, and that's what skill mastery says it applies to. The FAQ was yet another reason. Which I do consider whenever unclear about a rule, though on rare occasion I disagree with it.
