I'm not sure if Strangie can see out of the cloud or not, but from the spell description I am inclined to say that since they are not within five feet, neither can see the other. Wait, back up. There appears to have been some confusion on fog effects in regard to LoS.

LoS established when Joshua reaches S-12.
T'Nari is in V-7.

Both combatants have concealment (but not total concealment) from the other.
Master_Rahl22 may revise Joshua's round 3 turn from that point.

Obscuring mist provides total concealment if there is 5 ft or more of mist, and simple 20% miss chance concealment for creatures separated by less than 5 ft of mist. In the arena measuring system this mean that you can see into, but not through, a 5ft cloud cube. (Ignore any cloud in your own square).

So, both characters here are standing in mist (have concealment) but when Joshua reaches S-12 there are no longer any full cloud squares between the two so complete concealment is lost. While creatures with simple concealment could hide, neither of these gladiators are hiding so they both automatically see the other.
